US Senate Passes Sweeping Russia Sanctions Bill 86-11, Headed to House

The US Senate approved the Lindsey O. Graham Sanctioning Russia Act 86-11 on August 7, 2026. The bill would impose up to 500% tariffs on Russian exports, sanctions and visa bans on Vladimir Putin and top commanders, and authorize the president to levy up to 100% tariffs on the top five importers of Russian oil and gas — potentially including China and India. It now heads to the House, which may consider it after returning from recess in late August.
