Wellington councils send rival merger plans to ministers after talks stall

Wellington-region councils could not agree on amalgamation at a 7 August meeting. They will send ministers two proposals: a region-wide merger and a separate Wairarapa authority. Upper Hutt opposed amalgamation and did not sign. Kāpiti Coast's bid for a standalone authority was rejected. Ministers will now decide which proposals progress.
