Wellington councils can't agree on merging, send rival plans to government

Wellington-region councils could not agree at a 7 August meeting on whether to combine into fewer, larger councils. They will send ministers two plans: one merging the whole region, one covering Wairarapa only. Upper Hutt said no and did not sign. Kāpiti Coast's request to stand alone was rejected. Ministers will now choose what happens next.
