
Burnham's early release scheme shields rapists and child abusers — but not domestic abusers
Prime Minister Andy Burnham's delayed early prisoner release scheme fully excludes rapists, child sex offenders, and groomers. Domestic abusers and killers remain eligible, including two men jailed over PC Andrew Harper's death. Domestic abuse commissioner Dame Nicole Jacobs called the omission "wrong" and a risk to victims' lives. A 2024 scheme had included domestic abuse protections. The Ministry of Justice declined to say how many prisoners are affected.
