International PhD subsidy hits $69m, prompting review

Subsidising international PhD students at domestic tuition rates cost $69 million last year, up nearly 25%, Education Minister Penny Simmonds said. Costs have grown more than 20% annually for two years. The Education Ministry is reviewing the 2005 policy. Budget 2026 capped the scheme at $56 million.
