Foreign PhD subsidy cost jumps to $69 million, prompting review

The cost of subsidising international PhD students at domestic tuition rates rose nearly 25% to $69 million last year, with costs growing more than 20% annually for two years, Education Minister Penny Simmonds said. The Education Ministry is reviewing the policy, in place since 2005. Budget 2026 capped the scheme's funding at $56 million.
