Urgency use rising across governments while bill numbers stay flat

Parliamentary Library data shows 17.4% of the coalition's bills passed all stages at once by day 940, bypassing select committee scrutiny — up from 15.5% under Labour. Total bills per term remain near 200. Sir Geoffrey Palmer said urgency has been "normalised by degrees" to avoid scrutiny, not manage volume. The trend spans governments since 2008.
