Governments increasingly rush laws through Parliament without public input

Parliamentary Library data shows 17.4% of the coalition's bills were rushed through all steps at once by day 940, skipping the public consultation stage — up from 15.5% under Labour. Total laws passed per term stay near 200. Sir Geoffrey Palmer said governments have "normalised" this to dodge scrutiny, not handle more work. The trend crosses parties since 2008.
