Water Shortages Threaten Labour's 1.5 Million Home Target

Environment Agency data shows roughly a third of England has no spare river water for new homes or industry, even in normal conditions. With half the country in drought for a second straight year, councils in stressed growth areas warn water limits could derail Labour's 1.5 million housing pledge. As Basingstoke's council leader said: "We cannot magic up more water."
