England Is Running Out of Water for New Homes

About a third of England has no extra river water left for new homes or businesses, even in normal weather. Half the country is in a drought — a long dry spell — for the second year running. Local leaders say this could block Labour's plan to build 1.5 million homes. As one council leader put it: "We cannot magic up more water."
