Pilbara refinery pitch: sovereign fuel security or imported crude?

The Albanese government has committed $4m to study a Pilbara oil refinery, sold as sovereign fuel security. Geoscience Australia says domestic crude could run out within seven years. Superpower Institute's Baethan Mullen says the refinery would almost certainly refine imported crude only. Former BP Australia chief Greg Bourne doubts it's economically viable. So much for sovereign.
