Law Association warns move-on bill may criminalise rough sleeping

The Law Association has told a parliamentary committee the move-on bill should not criminalise non-criminal behaviour. Convener Julie-Anne Kincade KC said sleeping rough should not be caught, unlike aggressive or disruptive conduct. The bill, still at committee stage, would give police powers to move people begging or rough sleeping.
