Lawyers warn proposed law could punish people for sleeping rough

The Law Association has warned Parliament that a proposed law could punish people for sleeping rough. Lawyer Julie-Anne Kincade KC said someone lying in a sleeping bag should not be targeted, but aggressive behaviour could be. The bill would let police move beggars and rough sleepers, and is still being reviewed.
