KiwiRail told to save for its own Cook Strait ferries

KiwiRail must build a reserve fund to buy its next Cook Strait ferries in 2059, Rail Minister Winston Peters told Parliament. The aim is to stop governments arguing over funding each time ferries need replacing. The open question is whether thin freight margins can build enough savings over 30 years.
