England's council overhaul: 134 authorities to become 38

Ministers will merge 134 English councils into 38 unitary bodies, ending the two-tier system of separate county and district authorities. Communities Secretary Steve Reed said the changes would cut duplication and improve services. Elections are set for next May; new councils should run by April 2028. Council structures in Scotland, Wales and Northern Ireland are devolved.
