Delhi's Winter Action Plan Restricts Older Vehicles and Withholds Fuel From Uncertified Ones

Delhi's government has put in place a Winter Action Plan running 1 November to 28 February, when air pollution usually worsens. Under it, older, more polluting vehicles registered outside Delhi are restricted from entering the city. Vehicles without a certificate showing they meet emission standards are denied fuel. Experts say the early start helps but will not be enough alone.
