Pipeline operator settles Kansas spill case while securing expansion approval

South Bow, formed to operate Keystone, agreed to pay $26.9 million in civil penalties plus $40 million toward accident prevention for the December 2022 Kansas rupture that discharged nearly 13,000 barrels—the largest onshore U.S. pipeline leak in nine years.
