Pipeline operator pays $69 million for 2022 spill while building new Canadian crude corridor

South Bow, created in 2024 to operate the Keystone pipeline, agreed to pay a $26.9 million civil penalty plus $40 million in accident-prevention spending for the December 2022 Kansas rupture that spilled nearly 13,000 barrels of crude—the largest U.S. onshore pipeline spill in nine years. The settlement arrives as the Trump administration approved the company to expand capacity with a new pipeline from Canada into Wyoming.
