Victoria's upper house voting rules change for the 28 November election

Group voting tickets, which let parties control where a vote's preferences went, have been abolished for Victoria's upper house. At the 28 November election, voters must number at least five party boxes above the line or at least five individual candidates below it. The Victorian Electoral Commission is sending more than 3 million guides explaining the change.
