Proposition 40, California's proposed one-time 5% tax at most on billionaires living there on Jan. 1, 2026, is below 50% support as voting begins, according to a Citrin-POLITICO poll. For savers and investors, that early gap means the outcome is still up in the air. I see early polls like this as noisy, not a forecast.
