Children's commissioner says services in parts of England in "state of emergency"

England's Children's Commissioner Rachel de Souza says services for children in parts of England are in a "state of emergency". Her report, The Childhood Lottery, published 19 October 2026, compares local areas on more than 160 measures including poverty, schooling, safety and health waits.
