Carney puts Senate leader in cabinet, ending Trudeau's independent model

Prime Minister Mark Carney is appointing his principal secretary Tom Pitfield to the Senate with a cabinet seat as government leader. The move revives a model Trudeau ended in 2014 by removing Liberal senators from party caucus. Pitfield gains direct cabinet access to coordinate legislation across both chambers.
