Carney appoints top aide to Senate with cabinet position

Prime Minister Mark Carney is giving his chief adviser Tom Pitfield a seat in the Senate and a cabinet role. Trudeau had stopped doing this in 2014 to keep senators independent. Carney's move returns to an older system where the Senate leader sits at the cabinet table.
