Category 4 Typhoon Champi nears Guam with 140 mph winds

Typhoon Champi strengthened to Category 4 with 140 mph winds about 25 miles southeast of Guam on Oct. 17, the U.S. National Weather Service said. Guam and Rota were under typhoon warning; Tinian and Saipan under tropical storm warning. Guam and Northern Mariana Islands governors had requested emergency disaster declarations Oct. 16.
