Justice Minister Both Investigates and Decides Fate of Human Rights Chief

Justice Minister Paul Goldsmith commissioned an independent inquiry into Human Rights Commission chief Stephen Rainbow, led by KC Kristy McDonald. But Goldsmith's office runs the investigation and holds sole power to appoint or dismiss the commissioner under the Human Rights Act 1993. This structural overlap — the same ministerial channel investigating and deciding — creates a procedural conflict of interest.
