Justice Minister Paul Goldsmith ordered an investigation into Human Rights Commission chief Stephen Rainbow, run by a senior lawyer. But Goldsmith's office controls both the investigation and the power to hire or fire the commissioner. Having the same person investigate and make the final decision creates a conflict of interest — it's unfair to the person being investigated.
