UCI report proposes football-style transfer windows and fees

The UCI's 'Future of Cycling' report proposes football-style transfer windows and transfer fees between road teams, plus more predictable rider participation. The report, based on 55 stakeholders, aims to turn a "large but passive audience into active, loyal fandom". The UCI said work on a new transfer system and agent regulation was already under way.
