Carney says he prepared for unlikely U.S. military threat

Prime Minister Mark Carney says he spent the past year studying the risk of U.S. military action against Canada after President Donald Trump's 51st-state threats. He called it "extreme tail risk" — very unlikely — and "not a base case," or expected result, but said preparation was responsible. The New York Times published the interview Sept. 23.
