Carney says he prepared for risk of U.S. military action against Canada

Prime Minister Mark Carney says he spent the past year examining the risk of U.S.-led military action against Canada when pressed on President Donald Trump's 51st-state threats. He called it "extreme tail risk" and "not a base case," but said "it would be irresponsible not to" prepare. The New York Times published the interview Sept. 23.
