California puts AI data centers on separate utility rates

Gov. Gavin Newsom signed seven bills Sept. 21, 2026 directing the California Public Utilities Commission to create a separate rate classification — their own pricing rules — for data centers. The facilities must fund the local grid and water upgrades they require, so those costs do not shift to residential and low-income customers.
