California makes AI computer sites pay their own utility costs

Gov. Gavin Newsom signed seven bills Sept. 21, 2026 telling California's utility regulators to charge data centers, the big computer buildings behind AI, separately. Like heavy users paying for a bigger pipe, the centers must pay for local power and water upgrades they need, so regular and low-income households do not pay extra.
