Appeals Court Rejects DHS Third-Country Deportation Policy

On Sept. 19, a First Circuit appeals panel upheld a February ruling that DHS's March 2025 third-country removal policy is unlawful. Judge Seth Aframe said migrants sent to a country where they lack citizenship need a meaningful chance to raise safety fears. Short notice and diplomatic promises alone are not enough.
