Virginia plans to end automatic approval for data centers

Virginia Gov. Abigail Spanberger signed Executive Order 22 to advance a Data Center Accountability Framework ending by-right approval, where data centers meeting zoning rules are automatically allowed. Projects would instead face discretionary review, meaning public hearings and local votes. That gives communities more control and will slow approvals.
