Canada Eyed as EU's First Associate Member

Commission President Ursula von der Leyen proposed Canada as the EU's first associate member — a new, close partnership status short of full membership. Speaking Sept. 15 in Strasbourg in her State of the Union address, she said allies must forge links in 'an openly hostile world,' pointing to the need for partnerships as China grows more assertive.
