99 House and Senate seats set for new members after 2026

99 congressional seats — 83 in the House and 16 in the Senate — are guaranteed to have a different member than at the start of 2025, NPR reported Sept. 16, 2026. The total includes 16 deaths or resignations, 13 primary defeats (losses in early party votes), and 73 retirements or runs for other office.
