Harper says Ottawa had to leave U.S. trade talks

Former prime minister Stephen Harper says the federal government had no choice but to walk away from trade talks with the United States, backing Prime Minister Mark Carney. He gave closing remarks Sept. 15, 2026, at the Canada Investment Summit in Toronto, calling the decision very difficult.
