Microsoft draft rules stop MAI models resisting shutdown

Microsoft released a draft 'Code of Conduct for MAI Models' on September 14. It says its MAI models must never resist shutdown and must not use deceptive or evasive tactics — systems that adapt, reinforce themselves, or work together — to avoid human oversight. The code would overrule conflicting user instructions.
