Judge Rules FEMA Workforce Cuts Unlawful

U.S. District Judge Susan Illston ruled Sept. 12 the Trump administration unlawfully ordered cuts halving FEMA's workforce. It gave no 'reasoned' explanation for blocking contract renewals for temporary reservists, on-call disaster workers. Federal law bars DHS, FEMA's parent agency, from substantially cutting FEMA's functions. FEMA had projected 11,383 staff, about half its prior level.
