Judge Blocks Halving of Disaster Team

U.S. District Judge Susan Illston ruled Sept. 12 the Trump administration broke the law ordering cuts to halve FEMA, the disaster-response agency. It gave no good reason for not renewing contracts for temporary reservists, helpers. Law bars DHS, which runs FEMA, from slashing its work. FEMA projected 11,383 staff, about half its prior level.
