Two ministries wanted shelter for rough sleeping in move-on law — Cabinet left it out

Housing and Social Development ministries recommended excluding rough sleeping and begging from proposed move-on orders, documents released under OIA show. They said survival behaviours should be distinguished from disorderly conduct. The February Cabinet announcement did not include this carve-out. The select committee will consider whether the advice shapes the final legislation.
