HUD and Social Development urged carve-out for homelessness survival behaviours — Cabinet didn't adopt it

Two government ministries recommended excluding rough sleeping and begging from proposed move-on orders in OIA-released documents, but the February announcement does not include this carve-out. The Housing and Urban Development Ministry and Social Development Ministry flagged that survival behaviours should be distinguished from disorderly conduct. The select committee process will test whether the ministries' advice shapes the final legislation.
