Andy Burnham will publish proposals letting England's directly-elected mayors call in planning applications, direct councils to approve or refuse them, and grant upfront permission to bypass separate applications. Ten of fourteen mayors across parties back the move to unblock housing. The Lib Dems call it a "direct attack" on residents.
