Andy Burnham's first speech as prime minister pledged £340 million over three years to end rough sleeping in England. Nacro data released the same day shows prison-leaver homelessness in England and Wales has risen yearly since 2021-22, from 10.6% to 15.9%. In 2025-26, 15,155 people left prison without housing.
