Burnham orders Justice Secretary to rewrite early release rules after PC Harper killers remain eligible

Prime Minister Andy Burnham has told Justice Secretary Alex Norris to return to parliament in September with revised early prisoner release rules. Two of PC Andrew Harper's three killers still qualify for release under changes due September 2026. Downing Street says excluding them could overcrowd prisons and cause system collapse within months. Norris is considering alternatives like IPP releases and faster deportations.
