
PM orders new rules to stop early release of PC Harper's killers
Prime Minister Andy Burnham has told Justice Secretary Alex Norris to come back to parliament in September with new rules on letting prisoners out early. Two of PC Andrew Harper's three killers could still walk free under changes planned for September 2026. Downing Street says blocking their release might overcrowd prisons until they break down within months. Norris is looking at other options, including freeing certain prisoners and deporting people faster.
