Ministers plan to require every new vape shop in England to obtain local council planning permission before opening, BBC News reported. The government also intends to tighten the definition of a vape shop to prevent businesses evading the rules by registering as general retailers. The measures apply in England only. Burnham said town centres had been 'hollowed out' by decades of decline.
