Author of Victoria's suppression law says it was misapplied in rape cases

Robert Clark drafted Victoria's Open Courts Act in 2013 to let courts suppress identities when someone faced threats of physical violence. Now defendants in two rape cases have used psychiatric evidence of self-harm risk to keep their names hidden for years. Clark says that was never the intent — exposing a gap now driving reform.
