Deadline passes for councils to combine; others face government changes

Councils had until 9 August to submit plans to combine with neighbouring councils. Those that didn't will have changes forced on them by the government. Officials will check submitted plans for whether they're realistic and save ratepayers money. Final decisions are expected in 2027, with changes starting at the 2028 local elections.
