Citizen's arrest rules widened to cover all crimes

Parliament has widened citizen's arrest powers. People can now make a citizen's arrest for any crime, day or night. Before, it only applied to certain crimes committed at night. Anyone making an arrest can use restraints if reasonable and must contact Police as soon as they can. Justice Minister Paul Goldsmith says the law takes effect within a week.
