Citizen's arrest powers expanded to all Crimes Act offences, taking effect within a week

Parliament has passed the Crimes Amendment Bill, expanding citizen's arrest to cover any Crimes Act 1961 offence at any time of day. The previous law restricted arrests to specific offences and, under section 36, to night-time only. Those making arrests may use restraints "when reasonable" and must contact Police as soon as practicable. Justice Minister Paul Goldsmith said the changes take effect within a week.
